Dear reader,

2025 was an important year for the OA-IA. The completion of the audit and report on the FIS Cyber Division in February was a significant milestone. While this brought a sense of relief as it had placed a much greater strain on our resources than previous audits, publishing the report proved challenging because we were committed to communicating its contents in the broadest possible terms after two years of work.

Fortunately, the OA-IA’s work is not limited to compiling only one report or to auditing specific areas. Thanks to growing experience from a wide range of audit topics, previous audits and current circumstances, it is better able to identify problems and progress in intelligence activities more generally. The OA-IA also had to continually adapt to developments within the audited entities. For example, the FIS consolidated several previously vulnerable areas and continued to improve its organisational structure. Similarly, the Military Intelligence Service (MIS) also adapted its organisational structure following an analysis of evolving risks and requirements. Adapting to these changes is not always straightforward. Since the organisational changes at the MIS will continue throughout 2026, an MIS audit that began in summer 2025 has not yet been completed.

This annual report provides information on the audits that were completed during the reporting year as well as ongoing audits. I invite you to peruse the wide range of topics that affect the everyday lives of the general public and then consider whether you are satisfied with the outcome. For our part, we are never satisfied with our achievements and are always looking forward. Please write to us if you have any thoughts on our findings.
